Lead

The purpose of this program is to identify and manage the remediation of lead-based paint hazards to prevent elevated blood lead levels in residents in Monmouth, Ocean, Middlesex, and Atlantic Counties. CARC does not provide Lead Remediation but manages it.

The program focuses on the following key points:

Lead exposure can have severe health effects, particularly on children, including developmental delays, learning difficulties, and behavioral problems. By removing or containing lead hazards, the program helps reduce the risk of lead poisoning and associated health issues.

HEALTH PROTECTION

Lead-based paint, especially when deteriorating or disturbed, can create lead dust and chips that can be ingested or inhaled. By removing or encapsulating lead paint, the program improves the safety of the living environment, reducing the risk of lead exposure and related accidents.

PROPERTY VALUE ENHANCEMENT

Buildings with lead-based paint hazards are often devalued due to the associated health risks. By mitigating the lead hazards, the program helps improve the market value of properties, making them more attractive to buyers or tenants.

RENOVATION AND REHABILITATION OPPORTUNITIES

Opportunities: Lead remediation programs often offer incentives or grants to support property owners in addressing lead hazards. This can provide financial assistance for renovation or rehabilitation projects, helping property owners improve the condition and quality of their buildings.

Clients qualify for the program if they meet the following requirements:

They live in a 1 to 4-unit residential home built before 1978
The property is structurally sound
Their household income is within 80% of the area median income (see table* below):
